Jay Mosely and Lesia Baldwin of ALEA\u2019s Fusion Center will talk about the criteria and process for initiating missing person alerts, including Amber Alerts, Missing Senior Alerts, Missing Child Media Alerts and the soon to be activated Blue Alert over EAS.\u00a0 In addition, State Trooper Corporal Kent Smith will explain the role of the aviation unit in missing person recovery efforts and Operation LifeSaver.<\/p>\n

Director
Alabama Fusion Project<\/figcaption><\/figure>\n

James S. Moseley Jr. (Jay)<\/strong> is the Director of the Alabama Fusion Center which focuses on both criminal and terrorism information sharing and intelligence analysis. In this position, he oversees daily operations of the Alabama Fusion Center and advises command leadership on issues leading to the enhancement of the organization\u2019s overall mission.<\/p>\n

Director Moseley was appointed as the Director in May of 2014. He currently serves on numerous boards and committees including the National Fusion Center Association (NFCA) Executive Board, the Alabama HIDTA State Board, the Executive Joint Terrorism Task Force Steering Committee for Alabama and the Alabama Law Enforcement Coordinating Council Executive Board for the Middle District of Alabama. In 2012, Director Moseley retired from the Alabama Air National Guard as a Chief Master Sergeant after 26 years of honorable service.<\/p>\n

Intelligence Analyst
AL Center for Missing & Exploited Children<\/figcaption><\/figure>\n

Intelligence Analyst Lesia Baldwin has been employed with the Alabama Law Enforcement Agency for over 24 years.\u00a0 She is currently assigned to the Alabama Center for Missing and Exploited Children (ACMEC) which is housed within the Alabama Fusion Center.<\/p>\n

Ms. Baldwin has worked in the criminal intelligence field for more than 15 years.\u00a0 She has worked missing persons cases for the last seven years and currently serves as the Amber Alert Coordinator for the State of Alabama.\u00a0 She offers guidance and provides training to law enforcement officers throughout the State regarding missing persons alerts including the Amber Alert, Emergency Missing Child Alert, Missing Senior Alert, and Blue Alert.<\/p>\n

Corporal Kent Smith
Tactical Flight Officer and Project Lifesaver Director<\/figcaption><\/figure>\n

Corporal Kent Smith<\/strong> has been an Alabama State Trooper for 17 years. \u00a0He is currently in the State Trooper Aviation unit and holds the title of Tactical Flight Officer and Project Lifesaver Director for the State of Alabama. \u00a0\u00a0Cpl. Smith began his career with the Alabama State Troopers as a Highway Patrol officer where he served for six years. \u00a0He was then promoted to ALEA headquarters to supervise the Critical Response Team. \u00a0Smith then spent time as the Assistant to the Director of Public Safety before joining the Aviation unit.<\/p>\n

Cpl. Smith was born and grew up in Clanton. \u00a0He and his wife have been married 23 years and have three children.<\/p>\n
