{"id":5617,"date":"2015-06-16T05:52:50","date_gmt":"2015-06-16T11:52:50","guid":{"rendered":"http:\/\/al-ba.com\/wp2\/?p=5617"},"modified":"2015-06-16T05:55:28","modified_gmt":"2015-06-16T11:55:28","slug":"engineering-notebook-fcc-issues-proposed-new-rules-for-national-eas-test","status":"publish","type":"post","link":"https:\/\/al-ba.com\/wp2\/engineering-notebook-fcc-issues-proposed-new-rules-for-national-eas-test\/","title":{"rendered":"Engineering Notebook &#8211; FCC issues proposed new rules for national EAS test"},"content":{"rendered":"<p><span style=\"color: #000000;\">June 12, 2015<\/span><\/p>\n<p><strong>Update to EAS Equipment<\/strong><\/p>\n<p><span style=\"color: #000000;\">Most engineers have read or heard about the FCC&#8217;s Notice of Proposed Rulemaking concerning changes to the EAS operation involving national level test.<\/span><\/p>\n<p><span style=\"color: #000000;\">In its 6<sup>th<\/sup> Report and Order the Commission has proposed the following changes&#8230;.<\/span><\/p>\n<p><span style=\"color: #000000;\">1.\u00a0\u00a0 Adopt &#8220;six zeroes&#8221; (000000) as the national\u00a0location code pertaining to every state and\u00a0county in the United States, and we require EAS\u00a0Participants to use equipment capable of\u00a0processing this location code.<\/span><\/p>\n<p><span style=\"color: #000000;\">2.\u00a0\u00a0 Require that EAS Participants&#8217; equipment be\u00a0capable of processing a National Periodic\u00a0Test (NPT) event code for future nationwide EAS\u00a0tests to bring consistency to the operation of EAS equipment in future national, regional, state\u00a0and local activations.<\/span><\/p>\n<p><span style=\"color: #000000;\">3.\u00a0\u00a0 Require EAS Participants to file test data in an\u00a0Electronic Test Report System (ETRS) that\u00a0has been constructed to be a practical, accessible,\u00a0and minimally burdensome tool for\u00a0recording EAS dissemination data and developing\u00a0an FCC Mapbook that can illustrate the\u00a0manner in which an EAS alert is propagated\u00a0throughout part or all of the United States.<\/span><\/p>\n<p><span style=\"color: #000000;\">4.\u00a0\u00a0 Require EAS Participants to comply with minimum\u00a0accessibility rules, in order to ensure that EAS\u00a0visual messages are readable and accessible to all\u00a0members of the public, including people with\u00a0disabilities.<\/span><\/p>\n<p><span style=\"color: #000000;\">Basically what this means is that all broadcasters and cable operations should have their EAS equipment programmed to enable the reception and relay of a National Periodic Test (NPT) with the location code set to &#8220;six zeroes&#8221; (000000).<\/span><\/p>\n<p><span style=\"color: #000000;\">In checking with manufactures \u00a0of \u00a0EAS equipment we have found the following&#8230;<\/span><\/p>\n<p><span style=\"color: #000000;\"><b>DasDec<\/b>&#8230;.The most current firmware already\u00a0supports the new national location code\u00a0\u00a0 and the NPT code. \u00a0Detail information\u00a0and guidance in configuration of the DasDec for these changes can be found<\/span>\u00a0<a href=\"http:\/\/r20.rs6.net\/tn.jsp?f=001d76UMioWkAc8b1t0LfP6BBMidJPUuXQA8m4scddfge91aIkEmbYiYliKPXDIBMp2sxG_E9cQL8L4-C3zN133l4fL8_C1euCk57dvQF77lIeegUWy9bww4TJYJjaeDKPrjwZLxNVbtaViaFZX-_OPVhmDenCMsDpXPe8y0XhDprMTGLXNPX9b08Dvk0AX-rT20OW_VSXHFvrfmd8fObDev7Gz7nwm6LVZ8T7I2jnsiBO71QzTN8qZrLwrzjENxGjI&amp;c=VDguF6w9_Da6S23Dlcdn5zgWKXAExN5T3Hyo0C05CG1iNK5uJPVt1A==&amp;ch=D32hKRs-uLSgeDEJvqgVfy0kgJ7D1UaowUx4o3KlPyEC6NWLWnqvNw==\" target=\"_blank\" shape=\"rect\">here<\/a>.<\/p>\n<p><b>Sage Endec<\/b>&#8230;.<span style=\"color: #000000;\">Sage will update its firmware to allow\u00a0its model 3644 users to comply with\u00a0the new rules.\u00a0 Sage users should not\u00a0make any EAN-related changes to their\u00a0filters at this time.
